    1         Senate Amendment (with title amendment)

    3         Delete line 298
    4  and insert:
    5  the added value of a baccalaureate degree; access, with
    6  benchmarks that reward institutions with significantly higher
    7  access rates; and other
    8

   10  And the title is amended as follows:
   11         Delete line 20
   12  and insert:
   13         specified graduation rates and access benchmarks;
   14         creating s. 1004.6497,
