SENATE CONCURRENT RESOLUTION NO. 42

RECOGNIZING MARCH 25, 2014 AS "CEREBRAL PALSY AWARENESS DAY" IN DELAWARE.



WHEREAS, Cerebral Palsy, also referred to as CP, is a term used to describe a group of chronic conditions affecting body movement and muscle coordination; and

WHEREAS, Cerebral Palsy is caused by abnormal development of the brain or damage to the developing brain usually occurring during fetal development; before, during, or shortly after birth; or during infancy; and

WHEREAS, early signs of Cerebral Palsy usually appear before 18 months of age, and parents are often the first to suspect that their infant is not developing motor skills normally; and

WHEREAS, doctors diagnose Cerebral Palsy by testing an infant's motor skills and looking carefully at the mother's and infant's medical history; and

WHEREAS, the Centers for Disease Control estimates that an average of 1 out of every 323 children in the U.S. have Cerebral Palsy; and

WHEREAS, the Centers for Disease Control has been studying Cerebral Palsy by tracking the number of children diagnosed with CP to determine if the number is rising, dropping, or staying the same in order to look for causes and risk factors of Cerebral Palsy, evaluate the effectiveness of prevention efforts, raise awareness of the signs and symptoms, and help families and communities plan for services; and

WHEREAS, Cerebral Palsy can't be cured, but treatment will often improve a child's capabilities; and

WHEREAS, assistive technology plays a vital role in the lives of people with Cerebral Palsy allowing them to communicate with family and caregivers;

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 147th General Assembly of the State of Delaware, the House of Representatives concurring therein, that members do hereby recognize March 25, 2014, as "Cerebral Palsy Day" in Delaware and urge all residents to recognize that continued research is critical to study the condition and resources are vital to ensure that our children, youth and adults with Cerebral Palsy experience the best possible quality of life.We believe that every person, no matter how severely they are affected by cerebral palsy can live, work and participate fully in the community.
