147th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 31

REQUESTING THAT NATURAL GAS BE MONITORED FOR RADIOACTIVE CONSTITUENTS AND REPORTED TO THE DEPARTMENT OF HEALTH AND SOCIAL SERVICES AND ESTABLISHING A COALITION TO DETERMINE A MAXIMUM SAFETY THRESHOLD FOR RADON IN DELIVERED NATURAL GAS.



WHEREAS, exposure to radon gas is the number one cause oflung cancer amongnon-smokers; and

WHEREAS, the level of radon in the natural gas currently delivered to homes and businesses in Delaware has not been measured; and

WHEREAS, measurements of radon taken at wells in the Marcellus shale have radon levels 6 – 7 times higher than that found at typical wells currently supplying Delaware; and

WHEREAS, upon the completion of new natural gas delivery pipelines gas, from those wells will be contained in the natural gas delivered to gas consumers in Delaware.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 147th General Assembly of the State of Delaware, the House concurring therein, in order to protect the health of natural gas consumers in Delaware, that natural gas delivered to Delaware consumers be monitored for radioactive constituents and the results will be provided to the Delaware Department of Health and Social Services and to the General Assembly.

BE IT FURTHER RESOLVED by members of the Senate and House of Representatives that a coalition of Natural Gas distributors, community groups, health advocates, the Delaware Department of Health and Social Services and other interested parties shall be convened to determine a safety threshold for radioactivity in delivered natural gas in Delaware not to be exceeded.The coalition will also develop a strategy to deal with increased radioactivity in delivered gas if it should be found to occur.The report from the coalition and the results of the first round of monitoring will be presented to the General Assembly and the Delaware Department of Health and Social Services no later than the 31st of January 2014.


SYNOPSIS

This Resolution requests that natural gas be monitored for radioactive constituents and reported to the Department of Health and Social Services. This Resolution also requests that a coalition be established to determine a maximum safety threshold for radon in delivered natural gas.
