HOUSE RESOLUTION NO. 12

RECOGNIZING APRIL 28, 2011 AS "WORKERS MEMORIAL DAY."



WHEREAS, on April 28, 2011, AFSCME and the unions of the AFL-CIO will observe Workers Memorial Day; and

WHEREAS, this day has been set aside every year since 1989 to remember workers killed or injured on the job; and

WHEREAS, this year's theme is "Stand Up – Keep Fighting for Safe Jobs"; and

WHEREAS, concerned Americans are determined to prevent these tragedies by:

(a)     Observing Workers Memorial Day on April 28th as a day to remember these victims of workplace injuries and disease; and

(b)     Renewing our efforts to seek stronger safety and health protections, better standards and enforcement, and fair and just compensation; and

(c)     Rededicating ourselves to improving safety and health in every American workplace; and

WHEREAS, Bureau of Labor statistics show that 105,497 workers suffered a fatal work injury between 1992 and 2009 (excluding the September 11th terrorist attack); and

WHEREAS, AFSCME and the AFL-CIO will also use Workers Memorial Day to promote OSHA coverage for all workers and the freedom of workers to speak for safe jobs, respect, and a better future; and

WHEREAS, AFSCME and the AFL-CIO will also use Workers Memorial Day to promote increased public awareness about repetitive strain injuries, including back injuries; and

WHEREAS, AFSCME and the AFL-CIO estimate that more than 700,000 workers suffer from repetitive strain injuries each year, resulting in the nation's biggest job safety problem; and

WHEREAS, AFSCME and the AFL-CIO are vigorously lobbying members of Congress and demanding protection from repetitive strain injuries and all workplace injuries and illnesses; and

WHEREAS, as in years past, AFSCME and the AFL-CIO will stage media events and workshops on repetitive strain injuries in their workplaces and communities in order to persuade Congress to support worker safety initiatives;

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 146th General Assembly of the State of Delaware that we do hereby join with AFSCME and the AFL-CIO in observing April 28, 2011 as Workers Memorial Day and remembering those who have suffered and died on the job.

BE IT FURTHER RESOLVED that we encourage AFSCME and the AFL-CIO in their ongoing efforts to protect workers from workplace injuries.

BE IT FURTHER RESOLVED that suitably prepared copies of this resolution be presented to the Delaware State AFL-CIO and AFSCME in care of Michael Begatto, Executive Director of AFSCME, 296 Churchman's Road, New Castle, DE19720-3110; Samuel E. Lathem, President of Delaware State AFL-CIO, 698 Old Baltimore Pike, Newark, DE 19702; and John McMahon, Secretary of Labor of the State of Delaware.
