HOUSE JOINT RESOLUTION NO. 13 AS AMENDED BY HOUSE AMENDMENT NO. 1 |
ESTABLISHING STANDARDS TO IDENTIFY GIFTED AND TALENTED STUDENTS AND ESTABLISHING A FRAMEWORK FOR THE DEVELOPMENT, IMPLEMENTATION AND PROGRESS MONITORING OF PROGRAMS FOR GIFTED AND TALENTED STUDENTS.
WHEREAS, it is vital that Delaware's public schools challenge and encourage gifted and talented students work; and
WHEREAS, the Gifted and Talented task force was originally created by the 146th General Assembly to do a comprehensive review of the state's programming in that area; and
WHEREAS, the task force identified several areas that could be addressed, while highlighting areas that need extra study and deliberation; and
WHEREAS, a problem identified by the task force is a lack of clarity in defining what truly qualifies as gifted and talented programming; and
WHEREAS, the task force recommended the creation of a regulatory framework that would support the planning, implementation and progress monitoring of programs for gifted and talented students;
NOW THEREFORE:
BE IT RESOLVED by the House of Representatives and the Senate of the 147th General Assembly of the State of Delaware, with the approval of the Governor, that the Department of Education shall develop a regulatory framework for the development, implementation, and evaluation of local education agency plans to provide appropriate educational services to gifted and talented students by March 31, 2014.
BE IT FURTHER RESOLVED that the Department of Education shall develop regulations for the identification of gifted & talented students by March 31, 2014.
BE IT FURTHER RESOLVED that the regulations be developed through review of the recommendations contained within the Gifted and Talented Task Force of the 146th General Assembly report and collaboration of stakeholders involved in the education of gifted and talented students.

FURTHER RESOLVED that the Gifted and Talented Task Force established by the
146th General Assembly to establish standards and procedures for providing
appropriate educational services to gifted and talented students shall be
extended in order to conduct further study regarding areas of gifted and
talented programs and additional areas identified for extra study in their
initial report and publish a final report by May 1, 2014.
BE IT FURTHER RESOLVED that the Department of Education shall post the Gifted and Talented Task Force's meeting dates and meeting minutes on the Department's website.
