149th GENERAL ASSEMBLY

HOUSE CONCURRENT RESOLUTION NO. 57

DESIGNATING FEBRUARY 14, 2018, AS "SOCKS FOR THE HOMELESS DAY" IN THE STATE OF DELAWARE.

WHEREAS, according to the National Alliance to End Homelessness, on a single night in January 2015, there were 564,708 people experiencing homelessness across the United States; and

WHEREAS, according to the Delaware State Housing Authority, 8,353 people are homeless every year in Delaware; and

WHEREAS, a pair of socks is a basic human need and a lack of socks can lead to frostbite, blisters, and ulcer formations and inevitable loss of limb and amputation; and

WHEREAS, clothing donations to the homeless rarely include socks; and

WHEREAS, the need for clean, dry socks is imperative to decrease the likelihood of fungal and bacterial infection that can be harbored in a shoe liner and which lead to infection, causing cellulitis and skin infection; and

WHEREAS, socks protect the feet from the internal structures of shoes as well as helping insulate the feet from cold surfaces, especially for those who deal with rheumatoid arthritis; and

WHEREAS, socks are a simple item that can make a large difference for an individual who is homeless; and

WHEREAS, new socks can protect children from splinters and provide a barrier against fungal nail infections caused by not wearing socks with borrowed or donated, previously worn shoes; and

WHEREAS, owning new, non-tattered socks can provide dignity to people who otherwise only have 1 pair of socks; and

WHEREAS, the Charity Crossing and The Joy of Sox were created to accept and manage donations from all over the United States; and

WHEREAS, the Charity Crossing and The Joy of Sox continue to raise awareness of the plight of individuals who are homeless and the medical problems associated with being homeless and without socks.

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 149 th General Assembly of the State of Delaware, the Senate concurring therein, that February 14, 2018, is recognized as “Socks for the Homeless Day” in the State of Delaware and that citizens are encouraged to contribute to the Charity Crossing, The Joy of Sox, and other organizations that provide socks for individuals who are homeless and others in need.
