HOUSE CONCURRENT RESOLUTION NO. 29

PROMOTING EQUAL EMPLOYMENT OPPORTUNITY IN HIRING BY THE STATE OF DELAWARE FOR BLIND AND VISUALLY IMPAIRED INDIVIDUALS.



WHEREAS, the State of Delaware promotes equal employment opportunity to create a diverse state work force and protects all state employees and applicants against any discriminatory practices based on race, marital status, genetic information, color, age, religion, sex, sexual orientation, disability, national origin or veteran status (Delaware Code, Title 19, Chapter 7); and

WHEREAS, the State of Delaware, Office of Management and Budget, Human Resource Management, has adopted guidelines on equal employment opportunity and affirmative action (revised 12/2009) requiring all state agencies to develop affirmative action plans prescribed by Human Resource Management to ensure compliance with Federal and State laws and to ensure that the state maintains a high quality and diverse work force; and

WHEREAS, Executive Order 8 was issued by Governor Jack A. Markell on August 11, 2009, reaffirming the State of Delaware's commitment to equal employment opportunity and a continued development of a diverse state work force; and

WHEREAS, the good intentions motivating the development of the Selective Placement Program, which was established to assist people with disabilities in obtaining competitive integrated employment with agencies and departments inside the government of Delaware, has not achieved its goals and purpose to employ individuals with visual impairments and other disabilities in state jobs;

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 146th General Assembly of the State of Delaware, the Senate concurring therein, that the General Assembly recognizes the Division for the Visually Impaired, the Delaware State agency charged to provide vocational rehabilitation services through education and training to individuals who are blind and visually impaired for its progress during this current administration, and that this body calls upon all members of the visually impaired community that desire employment and promotional opportunities with our state government to become actively engaged in the vocational rehabilitation process through the Division for the Visually Impaired.

BE IT FURTHER RESOLVED that the General Assembly urges that the affirmative action plans of all State Departments and Divisions, include specific plans and strategies to assure employment, job shadowing, internship and other work opportunities to people with visual impairments and that these plans and strategies be designed for the recruitment, hiring and promotion of qualified blind and visually impaired individuals for positions of increasing responsibility in management within these state departments and Divisions.


SYNOPSIS

This concurrent resolution recognizes the Division for the Visually Impaired and promotes equal employment opportunity in hiring by the State of Delaware for blind and visually impaired individuals.
