Summary

This bill clarifies that municipal elections in the Town of South Bethany must be conducted in accordance with state laws governing municipal elections. This bill allows the Town Manager to execute legal documents on behalf of the Town in the event that the Mayor is unavailable to do so and clarifies that the Town Council may hold “workshop” meetings, as needed, in addition to regular Council meetings. This bill increases the short-term borrowing limit of the Town from $100,000 to 20% of the Town’s operating revenue for the immediately preceding fiscal year. In instances where the Town will not be borrowing money, this bill eliminates the need to hold a public hearing and special election for capital expenditures in excess of $100,000.
