As introduced Bill 24-561 would formalize the establishment of the fusion center within the Homeland Security and Emergency Management Agency (“HSEMA”). It would set forth it’s mission and designate the fusion center as a law enforcement entity for the purpose of carrying out its information-sharing mission. RACIAL EQUITY ANALYSIS NOTE - Bill 24-0561 will have an inconclusive impact on Black residents, Indigenous residents, and other residents of color in the District and their physical safety. However, it will exacerbate racial inequity for Black residents, Indigenous residents, and other residents of color in the District by contributing to—and potentially increasing—surveillance in these communities.
