Summary

As introduced Bill 23-873 clarifies certain definitions in the Rental Housing Act of 1985 regarding hardship petitions. It sets additional guidelines and requirements for proposed capital improvements to rental property. It caps hardship rent surcharges at 5% per year and eliminates any rent adjustment based on a voluntary agreement. Among other things, it requires proposed substantial rehabilitations must be depreciable and the cost recoverable pursuant to Internal Revenue Service standards.
