Summary
Law 22-37 establishes a standard for adequate shelter for dogs and other animals under extreme weather conditions. It requires the Mayor to establish a free rabies vaccination clinic at least annually. Among other things, it clarifies what is prohibited behavior toward animals and updates penalties for owners of pets who violate the act.
