Summary

As introduced, this bill authorizes what acts may be performed by a notarial officer (officer) and precludes acts which the officer or the officer's spouse is a party or has a direct beneficial interest. It sets forth requirements for confirming the identity of individuals requiring the officer's services. It identifies that notarial acts may also be performed by judges, clerks, or deputy clerks of a court of the District or any other individual authorized by law. It establishes criteria for a notarial act in another state, a federally recognized Indian tribe, a federal authority, or a foreign notarial act to have effect in the District. It recognizes notarizations using electronic records and electronic transactions. It prohibits certain fraudulent practices.
