Summary

COMMITTEE REFERRAL - Sequentially as follows: Section 2 to the Committee on Education; Sections 3 & 4 to the Committee on the Judiciary; then the entire bill to the Committee of the Whole; with comments on the entire bill from the Committee on Education and the Committee on the Judiciary. As introduced, this law requires several District agencies to implement policies that promote greater access to students and parents for whom English is a second language. The bill requires the Office of the State Superintendent for Education (OSSE) and each Local Education Agency (LEA) to provide trainings on circumventing language barriers through interpreters, the language access line, and other means. It also requires LEAs to hire staff trained in English as a Second Language (ESL) in schools where the percentage of ESL students is ten percent or higher. Finally, the bill establishes a fund, authorizes a private right of action, and provides for the translation of documents used in District public and charter schools.
