Section 1. (Effective from passage) (a) The Commissioner of Public Health, in consultation with the Commissioner of Education, shall, to the extent that private or federal government funds are available and at no cost to the state, establish a pilot program to study the incidence of injuries, and concussions in particular, to high school students during participation in interscholastic athletic activities.
