AN ACT CONCERNING A RACIAL MINORITIES REQUIREMENT FOR CHARTER SCHOOLS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That part IVb of chapter 164 of the general statutes be amended to require for the school year commencing July 1, 2014, that charter schools maintain a school enrollment that at least twenty-five per cent but not more than seventy-five per cent of the students enrolled are pupils of racial minorities, as defined in section 10-226a of the general statutes, and that section 10-66ee of the general statutes be amended to reduce the per pupil state grant to charter schools out of compliance by nine thousand three hundred times the number of enrolled students underneath the twenty-five per cent or over the seventy-five per cent racial minorities requirement.

Statement of Purpose:

To eliminate school segregation based on race or economic status by requiring charter schools to conform to state diversity guidelines to be eligible for state funding.
