AN ACT CONCERNING EXCESSIVE USE OF FORCE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to (1) provide for appropriate tactical training for police officers regarding the use of deadly force, (2) provide for the collection of data regarding police shootings whether or not a death results, (3) require that police officers be equipped with body cameras and that certain body camera images be exempted from the Freedom of Information Act for the protection of the victim, (4) provide for the appointment of special prosecutors in cases involving police shootings, (5) provide for the recruitment, hiring and deployment of people to serve as police officers of the same racial and ethnic background as the community they are serving, and (6) provide for cultural competence and sensitivity training for police officers.

Statement of Purpose:

To reduce the likelihood of unnecessary police shootings and excessive uses of force.
