AN ACT AUTHORIZING EMERGENCY RESPONSE PERSONNEL TO AID ANIMALS LOCKED IN VEHICLES WHEN CONDITIONS ENDANGER THE WELFARE OF SUCH ANIMAL.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to authorize emergency response personnel to aid an animal that is locked in a vehicle when conditions pose a threat to the welfare of such animal. Furthermore, leaving an animal in such a locked vehicle under such conditions would be a violation of the law.

Statement of Purpose:

To authorize emergency response personnel to assist an animal that is locked in a vehicle when conditions pose a threat to the welfare of such animal and to make it a violation of the law to place an animal in such conditions.
