AN ACT CONCERNING THE COLLECTION OF PROPERTY TAXES ON MOTOR VEHICLES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2014) No municipality shall tow, boot or otherwise take possession of or incapacitate any motor vehicle due to delinquent property taxes owed on such motor vehicle unless (1) the municipality has adopted an ordinance governing any such action, and (2) the amount of such delinquent property taxes equals or exceeds the minimum threshold set forth in the ordinance.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To prohibit any municipality from towing or booting motor vehicles for the delinquent payment of property taxes unless the municipality first passes an ordinance governing such action and specifies a threshold delinquency amount for such action.
