AN ACT FUNDING A TRAUMATIC BRAIN INJURY TREATMENT PILOT PROGRAM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2016) (a) The sum of three hundred thousand dollars is appropriated to the Department of Public Health, from the General Fund, for the fiscal year ending June 30, 2017, for a traumatic brain injury treatment pilot program to provide to the critical care units of three trauma hospitals in this state, selected by the Commissioner of Public Health, an evidence-based clinical decision support tool that has been shown in other states to significantly improve patient outcomes in the treatment of severe head injuries and reduce health care costs. Such clinical decision support tool shall be used by physicians and nurses in such critical care units in real time and at the point of care. The commissioner shall select the participating hospitals based on the volume of severe head trauma patients treated at the hospital's critical care unit, the critical care unit staff's commitment to participation in such pilot program and the hospital's focus on delivering and measuring high-quality care and optimal patient outcomes.

(b) The commissioner shall submit a report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to public health and appropriations and the budgets of state agencies, describing such pilot program, the participating hospitals and any findings regarding patient outcomes and health care costs as a result of using such clinical decision support tool.

This act shall take effect as follows and shall amend the following sections:
