AN ACT ESTABLISHING A TASK FORCE TO STUDY INTERVENTIONS FOR AT-RISK YOUTH.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) There is established a task force to study interventions for at-risk youth. Such study shall include, but need not be limited to, an examination of the ways in which youth-serving agencies in the state can effectively collaborate to identify and serve youths that are less likely to successfully transition to adulthood.

(b) The task force shall consist of the following members:

(1) The Commissioner of Children and Families, or the commissioner's designee;

(2) The Child Advocate, or the Child Advocate's designee;

(3) The Commissioner of Social Services, or the commissioner's designee;

(4) The Commissioner of Early Childhood, or the commissioner's designee;

(5) The Commissioner of Education, or the commissioner's designee;

(6) The executive director of the Court Support Services Division of the Judicial Branch, or the executive director's designee; and

(7) A representative of a youth service bureau established pursuant to section 10-19m of the general statutes, who shall be appointed by the Commissioner of Education.

(c) The Commissioner of Children and Families shall select the chairperson of the task force from among the members of the task force. Such chairperson shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.

(d) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to children shall serve as administrative staff of the task force.

(e) Not later than January 1, 2019, the task force shall submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to children, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or January 1, 2019, whichever is later.

This act shall take effect as follows and shall amend the following sections:
