AN ACT STRENGTHENING CHILD FATALITY REVIEW PROCEDURES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to (1) transfer authority for conducting child fatality reviews upon the death of a child that has had any past or present involvement with the Department of Children and Families to the Office of the Child Advocate, (2) require the Office of the Child Advocate to include in any review an assessment of all internal Department of Children and Families processes with all staff members that participated in any way in the child's case, (3) require the Office of the Child Advocate to submit an annual report on preventable child deaths and, within four weeks of submitting such report, hold a public hearing in coordination with the Department of Children and Families and the joint standing committee of the General Assembly having cognizance of matters relating to and (4) appropriate funding for the Office of the Child Advocate in an amount sufficient to hire staff to conduct such reviews.

Statement of Purpose:

To provide for an independent review of fatalities involving children with Department of Children and Families involvement, promote a more transparent review process and ensure a public discussion of findings and recommendations.
