AN ACT CONCERNING AN INDEPENDENT REVIEW OF THE DEPARTMENT OF CHILDREN AND FAMILIES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to require the Department of Children and Families to retain an outside independent agency, such as the Child Welfare League of America, to engage in a thorough review of the department's child protection policies and procedures. Such agency shall have unrestricted access to the department's records, staff and facilities. Upon concluding its review, the agency shall submit a report with recommendations for improvements in the department's administrative and programmatic policies and procedures to the committees on judiciary, human services and children that shall hold a joint public hearing on such report not later than four weeks after receiving such report. Not later than eight weeks after such hearing, the department shall submit a plan to implement the recommendations.
Statement of Purpose:
To improve child protection services within the Department of Children and Families by engaging in a thorough independent review of agency policies and procedures.
