AN ACT ESTABLISHING A COUNCIL TO PROMOTE COLLABORATION BETWEEN LOCAL HEALTH DEPARTMENTS AND THE DEPARTMENT OF PUBLIC HEALTH.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) (a) There is established, within the Department of Public Health, an advisory council to promote communication and collaboration between the Department of Public Health, local health departments and health districts.

(b) The council shall advise the Department of Public Health on matters that include, but are not limited to: (1) Strategies for increasing available resources for the department, local health departments and health districts; (2) methods for improving collaboration, cooperation and communication between the department, local health departments and health districts; (3) methods for improving the state's public health policies and emergency preparedness; and (4) the allocation of funding for local health departments and health districts.

(c) The council shall consist of the following members:

(1) One representative of a hospital in the state, appointed by the speaker of the House of Representatives;

(2) One local health director from a municipality or health district that serves a population of not more than twenty-five thousand, appointed by the president pro tempore of the Senate;

(3) One representative of the Connecticut Conference of Municipalities, appointed by the majority leader of the House of Representatives;

(4) One local health director from a municipality or health district that serves a population of not less than seventy-five thousand, appointed by the majority leader of the Senate;

(5) One representative of the Connecticut Association of Directors of Health, appointed by the minority leader of the House of Representatives;

(6) One health director from a municipality or health district that serves a population of not less than twenty-five thousand nor more than seventy-five thousand, appointed by the minority leader of the Senate;

(7) The Commissioner of Public Health, or the commissioner's designee;

(8) One representative of the Department of Public Health, appointed by the commissioner; and

(9) Two representatives of schools of public health at institutions of higher education in the state, appointed by the Governor.

(d) All appointments to the council shall be made not later than July 1, 2012. Any vacancy shall be filled by the appointing authority.

(e) The Commissioner of Public Health, or the commissioner's designee, shall serve as the chairperson of the council. The chairperson shall schedule the first meeting of the council, which shall be held not later than July 1, 2012. The council shall meet not less than once per calendar quarter.

(f) The Department of Public Health shall, within available appropriations, serve as administrative staff of the council.

(g) Not later than January 1, 2013, and annually thereafter, the council shall report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to public health, in accordance with the provisions of section 11-4a of the general statutes.

This act shall take effect as follows and shall amend the following sections:
