AN ACT CONCERNING THE USE OF PROPANE NOISEMAKERS TO REPEL WILDLIFE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) Not later than January 1, 2015, the Connecticut Agricultural Experiment Station shall submit a report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to the environment on the suitability of using propane cannons and other propane-fueled noisemakers for the purpose of repelling birds, deer, coyotes and other wildlife from farms, gardens and other areas where the intrusion of wildlife can be detrimental. Such report shall include, but need not be limited to: (1) An examination of the efficacy of propane cannons and propane noisemakers in repelling birds, deer, coyotes and other wildlife, (2) any public safety concerns related to the use of such propane cannons and propane noisemakers for the purpose of repelling birds, deer, coyotes and other wildlife, and (3) an assessment of any noise pollution that may be created as a result of using propane cannons and propane noisemakers to repel birds, deer, coyotes and other wildlife.

This act shall take effect as follows and shall amend the following sections:
