AN ACT CONCERNING THE SOLDIERS, SAILORS AND MARINES FUND.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) There is established a task force to develop a strategic plan for the future of the Soldiers, Sailors and Marines Fund. The task force shall consider whether such fund should be administered by a state agency, the American Legion or any combination thereof.

(b) The task force shall consist of the following members:

(1) The Commissioner of Veterans' Affairs, or the commissioner's designee;

(2) The administrator of the Soldiers, Sailors and Marines Fund, or the administrator's designee;

(3) The department commander of the American Legion, or the department commander's designee;

(4) The department commander of Veterans of Foreign Wars, or the department commander's designee;

(5) The department commander of American Veterans, or the department commander's designee;

(6) The department commander of Disabled American Veterans, or the department commander's designee;

(7) Two appointed by the Governor;

(8) One appointed by the speaker of the House of Representatives;

(9) One appointed by the president pro tempore of the Senate;

(10) One appointed by the majority leader of the House of Representatives;

(11) One appointed by the majority leader of the Senate;

(12) One appointed by the minority leader of the House of Representatives;

(13) One appointed by the minority leader of the Senate;

(14) The State Treasurer, or the Treasurer's designee; and

(15) The two chairpersons of the joint standing committee of the General Assembly having cognizance of matters relating to veterans' affairs.

(c) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.

(d) The two chairpersons of the joint standing committee of the General Assembly having cognizance of matters relating to veterans' affairs shall be the chairpersons of the task force. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.

(e) Not later than January 1, 2015, the task force shall submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to veterans' affairs, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or January 1, 2015, whichever is later.

Sec. 2. Sections 121 and 122 of public act 13-247 are repealed. (Effective from passage)
