AN ACT CONCERNING THE RECOGNITION OF STROKE CENTERS AND STROKE-READY HOSPITALS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective October 1, 2017) (a) A hospital may apply to the Department of Public Health to be designated as a comprehensive stroke center, a primary stroke center or an acute stroke-ready hospital.
(b) The Department of Public Health shall approve an application made under subsection (a) of this section if the hospital has been certified as a comprehensive stroke center, a primary stroke center or an acute stroke-ready hospital by the American Heart Association, the Joint Commission or any other nationally recognized certifying organization approved by the department. The hospital's designation as a comprehensive stroke center, a primary stroke center or an acute stroke-ready hospital shall continue for as long as the hospital remains certified as such by such organization.
(c) The department may remove a hospital's designation as a comprehensive stroke center, a primary stroke center or an acute stroke-ready hospital if the hospital requests such removal or if the department determines that the hospital's certification as such has expired or been suspended or revoked. A decision by the department to remove a hospital's designation under this subsection shall not be subject to judicial review. The department shall report to the certifying organization any complaint it receives related to the certification of a hospital as a comprehensive stroke center, a primary stroke center or an acute stroke-ready hospital. The department shall provide the complainant with the name and contact information of the certifying organization if the complainant seeks to pursue a complaint with such organization.
(d) No hospital shall hold itself out to the public as a stroke center or stroke-ready hospital unless the hospital is designated as a comprehensive stroke center, a primary stroke center or an acute stroke-ready hospital by the Department of Public Health under subsection (b) of this section.
Sec. 2. (NEW) (Effective October 1, 2017) (a) As used in this section, "emergency medical services provider" means a provider licensed or certified under chapter 368d of the general statutes.
(b) Not later than January 1, 2018, and annually thereafter, the Department of Public Health shall send a list of each hospital designated under section 1 of this act as a comprehensive stroke center, primary stroke center or acute stroke-ready center to the medical director of each emergency medical services provider in the state. The Department of Public Health shall maintain a copy of the list in the Office of Emergency Medical Services, and post the list on the department's Internet web site.
(c) The Department of Public Health shall adopt a nationally recognized standardized stroke triage assessment tool. Not later than January 1, 2018, the Department of Public Health shall post the stroke triage assessment tool on its Internet web site and the Office of Emergency Medical Services shall distribute a copy of the stroke triage assessment tool to each emergency medical services provider. Each emergency medical services provider shall use a stroke triage assessment tool that is substantially similar to the stroke triage assessment tool distributed by the Office of Emergency Medical Services.
(d) Each emergency medical services provider shall establish pre-hospital-care protocols related to the assessment, treatment and transport of stroke patients, including, but not limited to, the development and implementation of plans for the triage and transport of acute stroke patients to the nearest comprehensive stroke center, primary stroke center or acute stroke-ready hospital within a specified timeframe of the onset of stroke symptoms.
(e) Each regional emergency medical services council established under section 19a-183 of the general statutes shall ensure that all emergency medical services providers and emergency medical dispatch personnel receive regular training on the assessment and treatment of stroke patients.
