AN ACT CONCERNING THE LABELING OF TOPSOIL SOLD TO CONSUMERS AND THE CARBON CONTENT OF SOIL SOLD IN THE STATE AND USED FOR REGENERATIVE FARMING PURPOSES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) Not later than October 1, 2018, the Commissioner of Agriculture shall adopt regulations, in accordance with the provisions of chapter 54 of the general statutes, to require the: (1) Standardized and accurate labeling of topsoil that is sold in the state, (2) increase of carbon content for soil that is sold in the state, as measured by the average carbon content of soil sold in the state as of the effective date of this section, (3) achievement of minimum carbon and water content for soil that is used to meet generally accepted regenerative agriculture practice standards. Such regulations shall include, but need not be limited to, (A) uniform and required displays of information concerning the content of topsoil that is sold to consumers in the state and that shall appear on any packaging material used to contain such topsoil, (B) minimum carbon content for soils sold in the state upon the effective date of such regulations, (C) a definition of the term "regenerative agriculture" that is consistent with generally accepted standards for carbon and water soil content pursuant to such practice, and (D) standards and requirements for any grant that the commissioner may award for the purpose of encouraging the practice of regenerative farming in the state.

This act shall take effect as follows and shall amend the following sections:

To require the standardized labeling of topsoil sold in the state, the increased carbon content of soil sold in the state and the establishment of carbon and water content requirements for soils that are used in the practice of regenerative farming.
