AN ACT CONCERNING A PROCESS TO FILTER HABEAS CORPUS CLAIMS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to establish a work group composed of law school academics, private attorneys, and other parties knowledgeable in the law to examine methods by which the state may establish a process to filter habeas corpus claims in order to reduce the number of frivolous claims filed.
Statement of Purpose:
To provide cost savings and to allow for a focus on legitimate habeas corpus claims within Connecticut's criminal justice system.
