AN ACT CONCERNING FEDERAL MEDICAID WAIVERS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2013) (a) The Commissioner of Social Services shall conduct a study to determine the need for any state waivers from federal Medicaid requirements in the five-year fiscal period commencing on July 1, 2013, and ending on June 30, 2018.

(b) The study conducted pursuant to subsection (a) of this section shall include, but not be limited to, a report on: (1) Current Medicaid waiver programs and the populations served by such programs, (2) innovative Medicaid waiver programs in other states that may address needs in Connecticut, and (3) whether any amendments need to be made to the state Medicaid plan to provide for permanent service offerings in light of successful Medicaid waiver programs.

(c) Not later than July 1, 2014, the Commissioner of Social Services shall submit a report on the results of the study conducted pursuant to subsection (a) of this section, in accordance with section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to human services. Such report may include the commissioner's recommendations for addressing identified gaps in the provision of services and improving access to such services.

This act shall take effect as follows and shall amend the following sections:

In section 1(b)(1) "they serve" was changed to "served by such programs" for clarity and in section 1(c) the first sentence was redrafted for conformity with the style of the general statutes.
