AN ACT CONCERNING AN INTEGRATED SYSTEM OF CARE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2013) (a) The Commissioners of Public Health and Social Services, in coordination with the Behavioral Health Partnership Oversight Council, shall, in consultation with the Departments of Mental Health and Addiction Services, Children and Families and Education, conduct an assessment of what is needed to develop an integrated system of care for (1) children, and (2) young adults eighteen to twenty-six years of age.

(b) For purposes of this subsection, a "person-centered medical home" means a health care practice or team that offers an integrated system of care to any one patient by providers who work in tandem to address a range of health care needs. The integrated health care system needs assessment shall include, but need not be limited to: (1) A survey of physicians and mental health professionals who serve children and young adults regarding (A) projected care needs in the next five fiscal years, (B) current gaps in services, (C) barriers to care, and (D) recommendations for better integrating health care services; (2) an inventory of existing behavioral and psychiatric health services for (A) children, and (B) young adults eighteen to twenty-six years of age, compared to the projected need for such services in the next five fiscal years; (3) an analysis of the success of a person-centered medical home initiative established by the Department of Social Services; and (4) recommendations concerning the expansion of the person-centered medical home initiative to the private sector via private insurer payment reforms.

(c) In order to carry out their duties under this section, said commissioners and the Behavioral Health Partnership Oversight Council may raise funds, apply for and accept any public or private grant money, accept contributions, enter into contracts and, within available resources, hire any necessary consultants. The commissioners and the council shall seek any funding or support available pursuant to the Affordable Care Act, P.L. 111-148, as amended from time to time.

(d) Not later than July 1, 2014, the Commissioners of Social Services and Public Health shall report, in accordance with the provisions of section 11-4a of the general statutes, their findings and recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to human services, insurance and public health concerning the needs assessment and recommendations to establish an integrated system of care.

This act shall take effect as follows and shall amend the following sections:
