AN ACT CONCERNING DOGS AND CATS INVOLVED IN RESEARCH.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 22 of the general statutes be amended to require any research facility, including a higher education research facility, that receives public moneys or a tax exemption and that conducts research using cats or dogs to first offer such cat or dog to an animal rescue organization prior to euthanizing any such cat or dog.

Statement of Purpose:

To require research facilities to offer dogs and cats to animal rescue organizations before destroying them.
