AN ACT CONCERNING ACCOUNTABILITY FOR THE EARNED RISK REDUCTION CREDIT PROGRAM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) Not later than January 1, 2018, the Commissioner of Correction, in accordance with the provisions of section 11-4a of the general statutes, shall report to the joint standing committee of the General Assembly having cognizance of matters relating to the judiciary, all of the commissioner's recommendations concerning the program that permits an inmate to earn risk reduction credits pursuant to section 18-98e of the general statutes, to enhance the program by (1) providing graduated sanctions for a second and subsequent offense of inmate misconduct, (2) identifying offenses that would lead to the (A) partial loss of an inmate's credits, and (B) total loss of an inmate's credits, and (3) improving compliance by inmates with their inmate offender accountability plans.

This act shall take effect as follows and shall amend the following sections:
