AN ACT PROHIBITING STATE EMPLOYEE COLLECTIVE BARGAINING AGREEMENTS FROM PREVENTING THE STATE'S USE OF VOLUNTEER SERVICES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to prohibit any collective bargaining agreement entered into on or after July 1, 2017, between the state and an employee organization that is the exclusive representative of employees in an appropriate unit from containing any provision that limits the ability of the state to permit an individual to provide volunteer services for the benefit of the state.

Statement of Purpose:

To allow the state to utilize volunteers for assistance as needed.
