AN ACT MAKING CONNECTICUT MORE AFFORDABLE FOR COLLEGE GRADUATES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 12 of the general statutes be amended to (1) establish a tax credit against the personal income tax for individuals who are employed in this state, and (A) receive, on or after January 1, 2018, an associate, bachelor's, master's or doctoral degree from an accredited institution of higher education in this or another state, and (B)(i) reside in this state, or (ii) move to this state within two years after receiving such degree; (2) provide that such tax credit may be claimed for five successive years; and (3) require the executive director of the Office of Higher Education and the Commissioner of Revenue Services to jointly report annually to the joint standing committee of the General Assembly having cognizance of matters relating to higher education and employment advancement the number of such tax credits claimed, the number of residents who received an eligible degree and the number of individuals satisfying the requirements of subparagraphs (A) and (B)(ii) of subdivision (1) of this section who claimed such tax credit.

To retain a highly educated workforce and strengthen Connecticut's economy.
