AN ACT CONCERNING THE CLOSURE OF THE CONNECTICUT JUVENILE TRAINING SCHOOL.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) On or before June 1, 2018, and prior to taking any final action on the closure of the Connecticut Juvenile Training School, the Commissioner of Children and Families, in consultation with the director of the Juvenile and Family Services Division of the Judicial Branch, shall jointly submit a plan, in accordance with the provisions of section 11-4a of the general statutes, concerning the impending closure of said school to the joint standing committees of the General Assembly having cognizance of matters relating to the judiciary and children. Such plan shall minimally include the following information: (1) The date on which additional intake of youth at the Connecticut Juvenile Training School ceased; (2) the planned date of final closure of the Connecticut Juvenile Training School; (3) identification of the process or processes to be followed in transferring a youth from the Connecticut Juvenile Training School to an alternative placement; (4) identification of all alternative placement options that are to be utilized with respect to youth being transferred out of the Connecticut Juvenile Training School; and (5) planned alternative uses for the building and grounds of the Connecticut Juvenile Training School following its permanent closure.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To require the Commissioner of the Department of Children and Families, in consultation with the director of the Juvenile and Family Services Division of the Judicial Branch, to jointly submit a plan relating to the closure of the Connecticut Juvenile Training School to the General Assembly.
