AN ACT CONCERNING TUITION AND FEE WAIVERS FOR IN-STATE STUDENTS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That title 10a of the general statutes be amended to (1) provide a system whereby in-state students attending public institutions of higher education receive a waiver of tuition and fees provided such students remain residents of Connecticut for not less than fifteen years following the date of such students' graduation or departure from such institutions of higher education and agree to pay a surcharge on their state income taxes in accordance with their income tax liability resulting from such waiver, (2) require that the amount of the cost of waiving such tuition and fees be spread out over the course of the fifteen-year timeframe so that the largest proportion is considered to have been waived in the fifteenth year, and (3) require that if such students leave Connecticut prior to the expiration of such fifteen-year timeframe, the remaining amount of tuition and fees that is considered to have not yet been waived shall be converted to a student loan that is payable to the state.
Statement of Purpose:
To invest in the people of our state by eliminating in-state tuition and fees for in-state students attending public institutions of higher education and establish a system that encourages such students to remain part of Connecticut's future.
