AN ACT CONCERNING OPERATION OF THE PERSONAL SCREENING SYSTEM IN THE LEGISLATIVE OFFICE BUILDING AND AT THE STATE CAPITOL AND ALLOWING LEGISLATORS ACCESS TO THE CHAMBERS OF THE HOUSE OF REPRESENTATIVES AND SENATE USING THEIR IDENTIFICATION CARDS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) The Joint Committee on Legislative Management shall not operate the personal screening system that was instituted in the Legislative Office Building and at the State Capitol in 2014 unless either: (1) The National Terrorism Advisory System issues an elevated threat alert, or (2) the speaker of the House of Representatives, the president pro tempore of the Senate, the majority and minority leaders of the House of Representatives and the majority and minority leaders of the Senate, after consultation with the chief of the Office of State Capitol Police, authorize, by two-thirds vote, the operation of said system on any given day and only for as long as warranted.

Sec. 2. (NEW) (Effective from passage) The Joint Committee on Legislative Management, in consultation with the chief of the Office of State Capitol Police, shall permit each member of the House of Representatives to access the House chamber and each member of the Senate to access the Senate chamber electronically at all times by using the identification card issued to such member by the Office of State Capitol Police, except during such times as the Office of State Capitol Police restricts access to areas in the Legislative Office Building and the State Capitol due to emergency circumstances.

This act shall take effect as follows and shall amend the following sections:
