AN ACT IMPLEMENTING THE RECOMMENDATIONS OF THE LEGISLATIVE PROGRAM REVIEW AND INVESTIGATIONS COMMITTEE CONCERNING A STUDY OF THE ESTABLISHMENT OF A TUITION PLEDGE PROGRAM AND A FINANCIAL AID PLEDGE PROGRAM AT THE UNIVERSITY OF CONNECTICUT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2014) The University of Connecticut shall study the feasibility and implications and estimate the cost of establishing alternative tuition guarantee programs, one of which freezes, and one of which fixes, the increases to which each class will be subjected over four years of (1) solely tuition, and, in the alternative, (2) the comprehensive cost of attending the university, including tuition, fees and room and board. Not later than January 1, 2015, The University of Connecticut shall report its findings to the joint standing committee of the General Assembly having cognizance of matters relating to higher education.

Sec. 2. (Effective July 1, 2014) The University of Connecticut shall study the feasibility and implications and estimate the cost of establishing a financial aid pledge program that serves to limit or eliminate student loans from financial aid packages offered to low and moderate income students. Not later than January 1, 2015, The University of Connecticut shall report its findings to the joint standing committee of the General Assembly having cognizance of matters relating to higher education.

This act shall take effect as follows and shall amend the following sections:
