AN ACT CONCERNING THE PROTECTION OF VULNERABLE POPULATIONS FROM POWER OUTAGES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to require managed residential facilities to maintain back-up emergency electrical systems sufficient to ensure operation of emergency notification and fire sprinkler systems in the event of a power outage. Managed residential facilities shall include, but not be limited to: (1) Residential care homes, nursing homes, rest homes and mental health facilities, as defined in section 19a-490 of the general statutes; (2) housing for the elderly as established pursuant to chapter 128 of the general statutes; (3) residential facilities for persons with an intellectual disability, Prader-Willi syndrome or autism spectrum disorder, licensed pursuant to section 17a-227 of the general statutes; (4) assisted living facilities; and (5) intermediate care facilities for the mentally retarded as defined in section 17b-340a of the general statutes.
Statement of Purpose:
To protect vulnerable populations in the event of a power outage.
