AN ACT CONCERNING THE PROTECTION OF HORSESHOE CRABS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) (a) No person shall engage in the hand-harvest of horseshoe crabs from any area of the shoreline located in the town of Stratford between Stratford Point and Sniffen Point.

(b) Any person who violates the provisions of subsection (a) of this section shall have committed an infraction.

Sec. 2. (NEW) (Effective from passage) Not later than January 1, 2020, the Commissioner of Energy and Environmental Protection shall submit recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to the environment on the establishment of any restricted areas for the taking of horseshoe crabs in the state and any changes to the season for the taking of horseshoe crabs in the state for the purpose of preserving the horseshoe crab population in the state.
