AN ACT REQUIRING THE PUBLIC UTILITIES REGULATORY AUTHORITY TO INITIATE A DOCKET TO STUDY THE REPLACEMENT OF LEAD SERVICE LINES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) (a) For purposes of this section:

(1) "Customer" means a customer of a water company;

(2) "Customer lead service line" means the portion of a lead service line that is owned by the customer, located between the curb stop and the building owned or occupied by the customer;

(3) "Lead service line" means a service line that contains lead;

(4) "Lead service line replacement plan" means a plan developed by a water company to replace customer lead service lines;

(5) "Service line" means the service pipe from the main to the curb stop, at or adjacent to the street line or the customer's property line and such other valves and fittings as the utility may require at or between the main and the curb stop, including the curb stop, but not including the curb box; and

(6) "Water company" has the same meaning as provided in section 16-1 of the general statutes.

(b) The Public Utilities Regulatory Authority shall initiate a docket to study the replacement of lead service lines in the state. On or before November 1, 2018, the authority shall submit, in accordance with the provisions of section 11-4a of the general statutes, a report to the joint standing committee of the General Assembly having cognizance of matters relating to energy containing its review and any recommendations.

(c) The authority shall, in the docket initiated pursuant to subsection (b) of this section, review and make recommendations regarding lead service line replacement plans, the identification of lead service lines, including customer lead service lines, and the potential cost, including costs to customers, for the replacement of lead service lines.

This act shall take effect as follows and shall amend the following sections:
