AN ACT CONCERNING THE TERMINATION OF NEW MUNICIPAL MANDATES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective January 1, 2011) (a) For purposes of this section, "municipal mandate" means any constitutional, statutory or executive state action that requires a local government to establish, expand or modify its activities in such a way as to necessitate additional expenditures from local revenues, excluding any order issued by a state court and any legislation necessary to comply with a federal mandate.

(b) Any municipal mandate established on or after the effective date of this section shall terminate three years after the date such municipal mandate is established, unless it is reestablished by the General Assembly for a period not to exceed three years, at the end of which time such mandate shall be subject to review under the provisions of sections 2c-1 to 2c-12, inclusive, of the general statutes.

This act shall take effect as follows and shall amend the following sections:

To require automatic three-year expiration dates for new municipal mandates.
