AN ACT CONCERNING THE ESTABLISHMENT OF A COLLEGE INTERN REGULATORY BOARD.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) On or before October 1, 2012, the president of the Board of Regents for Higher Education, in consultation with the executive director of the Office of Financial and Academic Affairs for Higher Education and the Labor Commissioner, or their designees, shall, within existing budgetary resources, develop a plan to create and implement a college intern regulatory board to regulate higher education student internship programs. Such plan shall also provide recommendations for the establishment of an administrative hearing board within the college intern regulatory board to accommodate any request for a hearing by a student pertaining to his or her internship.

(b) On or before January 1, 2013, the president of the Board of Regents for Higher Education shall report to the joint standing committees of the General Assembly having cognizance of matters relating to higher education and labor on the plan developed pursuant to subsection (a) of this section. Such report shall include the projected cost of establishing a college intern regulatory board, recommendations for the establishment of an administrative hearing board within the college intern regulatory board, and recommendations for administrative or legislative action needed to implement the plan.

This act shall take effect as follows and shall amend the following sections:
