AN ACT CONCERNING THE OPERATION OF RIVERVIEW HOSPITAL AND CONNECTICUT CHILDREN'S PLACE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2010) On or before January 1, 2011, the Commissioners of Children and Families and Mental Health and Addiction Services shall, within existing budgetary resources, jointly report, in accordance with section 11-4a of the general statutes, to the Community Mental Health Strategy Board, established pursuant to section 17a-485b of the general statutes, and to the joint standing committees of the General Assembly having cognizance of matters relating to human services, public health and appropriations and the budgets of state agencies and the select committee of the General Assembly having cognizance of matters relating to children on the feasibility of transferring responsibility for operating Riverview Hospital for Children and Youth and Connecticut Children's Place from the Department of Children and Families to the Department of Mental Health and Addiction Services. Such report shall include, but not be limited to, a determination of whether such transfer is likely to (1) improve patient care, (2) create greater efficiency in the operation of each facility, (3) permit the Department of Children and Families to increase its focus on child protection and welfare, and (4) benefit each facility by utilizing the Department of Mental Health and Addiction Service's expertise in providing treatment to residents of each facility who have psychiatric illnesses and disabilities.

This act shall take effect as follows and shall amend the following sections:
