Summary

To study the feasibility of creating a special population within prisons to help inmates suffering from drug abuse, to encourage the Department of Correction to work with the municipality on a parolee's offender accountability plan before the parolee is released, and to provide resources to assist the program to address the needs of the Fresh Start reentry program.
