Summary

To require that land on which a one, two, three or four-family residential dwelling is planned for construction, is under construction or has been constructed is assessed exclusive of the value of such dwelling until a certificate of occupancy is issued for such dwelling, the dwelling is used for its intended purpose or title to such dwelling is conveyed to a buyer that intends to use such dwelling for its intended purpose.
