Concerning the expansion of electric transmission facilities to enable Colorado to meet its clean energy goals, and, in connection therewith, creating the Colorado electric transmission authority, requiring transmission utilities to join organized wholesale markets, and allowing additional classes of transmission utilities to obtain revenue through the colocation of broadband facilities within their existing rights-of-way.
