CHAPTER 35

An act to amend the Budget Act of 2018 (Chapters 29 and 30 of the Statutes of 2018) by augmenting Item 9840-001-0001 of Section 2.00 of that act, relating to the state budget, and making an appropriation therefor, to take effect immediately, budget bill.

SB 93, Committee on Budget and Fiscal Review. Budget Act of 2018: augmentation.
The Budget Act of 2018 appropriated specified amounts from various funds for the support of state government. The act appropriated $20,000,000 from the General Fund for augmentation for contingencies or emergencies, which is required to be transferred, upon approval by the Director of Finance, to fund unanticipated expenses incurred for the 2018–19 fiscal year under existing programs, as specified.
This bill would amend the Budget Act of 2018 by appropriating an additional $112,594,800 from the General Fund for augmentation for contingencies and emergencies and by requiring the Controller to allocate these additional funds as specified.
This bill would declare that it is to take effect immediately as a Budget Bill.

The people of the State of California do enact as follows:


SECTION 1.

 The sum of one hundred twelve million five hundred ninety-four thousand eight hundred dollars ($112,594,800) is hereby appropriated from the General Fund for expenditure for the 2018–19 fiscal year in augmentation of Item 9840-001-0001 of Section 2.00 of the Budget Act of 2018 (Chs. 29 and 30, Stats. 2018). Notwithstanding Provision 7 of Item 9840-001-0001, these funds shall be allocated by the Controller in accordance with the following schedule:
(a) Seventy-six million seven hundred forty-five thousand dollars ($76,745,000) to Schedule (1) 4650-Medical Services—Adult of Item 5225-002-0001.
(b) Eighteen million eight hundred forty-nine thousand dollars ($18,849,000) to Schedule (5) 4665-Ancillary Health Care Services—Adult of Item 5225-002-0001.
(c) Seventeen million dollars ($17,000,000) to Schedule (1) 4545-Adult Corrections and Rehabilitation Operations—Contracted Facilities of Item 5225-006-0001.
(d) Eight hundred dollars ($800) to Schedule (1) 7600-Payment to local government for costs of homicide trials of Item 9300-101-0001.

SEC. 2.

 Any unencumbered balance, as of June 30, 2019, of the funds appropriated within any of the items identified in Section 1 of this act shall revert to the General Fund.

SEC. 3.

 This act is a Budget Bill within the meaning of subdivision (e) of Section 12 of Article IV of the California Constitution and shall take effect immediately.
