SB 595, as amended, Beall.
City streets and highways. Department of Transportation: report on redundant positions.
Existing law specifies the powers and duties of the Department of Transportation, and provides that the department has full possession and control of all state highways and all property and rights on property acquired for state highway purposes.
This bill would require the department to, no later than January 1, 2019, develop and present to the Legislature a plan to identify redundant positions at the department and how any savings from eliminating those positions will be put into state-owned roadway maintenance and upkeep.
Existing law authorizes the legislative body of a city to do any and all things necessary to lay out, acquire, and construct any section or portion of any street or highway within its jurisdiction as a freeway and to make any existing street or highway a freeway.
This bill would make nonsubstantive changes to that provision.

The people of the State of California do enact as follows:
SECTION 1.
Section 14032.1 is added to the Government Code, to read:14032.1.
No later than January 1, 2019, the department shall develop and present to the Legislature a plan to identify redundant positions at the department and how any savings from eliminating those positions will be put into state-owned roadway maintenance and upkeep.The legislative body of a city may do any and all things necessary to lay out, acquire, and construct a section or portion of a street or highway within its jurisdiction as a
