   An act to amend Section 25255 of the Health and Safety Code,
relating to hazardous materials.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 178, as amended, Simitian. Hazardous materials: green
chemistry.
   Existing law establishes the Green Ribbon Science Panel and
authorizes the panel to take various actions in assisting the
Department of Toxic Substances Control with regard to identifying,
evaluating, and responding to chemicals of concern in consumer
products.
   This bill would authorize the panel to form subgroups to consider
and report to the full panel and the department on specific priority
topics identified by the department.  The bill would limit the
total meetings held by all subgroups to not more than 10  
during a fiscal year and would require that meetings conducted by a
subgroup be held in a cost-effective manner to minimize the costs
incurred by the meetings.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 25255 of the Health and Safety Code is amended
to read:
   25255.  The Green Ribbon Science Panel may take any of the
following actions:
   (a) Advise the department and the council on scientific and
technical matters in support of the goals of this article to
significantly reduce adverse health and environmental impacts of
chemicals used in commerce and reduce the overall costs of those
impacts on the state's society by encouraging the redesign of
consumer products, manufacturing processes, and approaches.
   (b) Assist the department in developing green chemistry and
chemicals policy recommendations and implementation strategies and
details and ensure that these recommendations are based on a strong
scientific foundation.
   (c) Advise the department and make recommendations for chemicals
the panel views as priorities for which hazard traits and
toxicological end-point data should be collected.
   (d) Advise the department in the adoption of regulations required
by this article.
   (e) Advise the department on any other pertinent matter in
implementing this article, as determined by the department.
   (f)  (1)    Form subgroups to consider and
report to the full panel and the department on specific priority
topics identified by the department including, but not limited to,
identification of chemicals and products of concern, prioritization
of chemicals,  alternative assessment of 
alternatives to  both chemicals and products of concern, review
of other authoritative bodies' green chemistry initiatives and
interactions, issues related to implementation, and other technical
considerations. 
   (2) Meetings conducted by all subgroups formed pursuant to this
subdivision, in aggregate, shall not exceed 10 meetings during a
fiscal year.  
   (3) A meeting conducted by a subgroup shall be held in a
cost-effective manner to minimize the costs incurred by the meeting.
